Cooperation Agreement worth USD 50m signed between Denmark and Afghanistan

Kabul, Afghanistan, 06 December 2018

The Government of the Islamic Republic of Afghanistan represented by the Ministry of Finance (MoF) and The Government of Denmark represented by the Ambassador of Denmark to Afghanistan have signed the Danish Development assistance Country Programme for Afghanistan. The Danish government has adopted a three-year plan for the Danish engagement in Afghanistan (2018-2020) totalling just over USD 50 million. The funding has been approved by Denmark’s Minister of Development H.E. Ulla Tørnæs.

The Afghanistan Development assistance Country Programme builds on more than 15 years of Danish engagement in Afghanistan. Danish engagements in Afghanistan consist of four interlinked pillars of which the Country Programme for development assistance is the first. Denmark also supports (2) The Peace and Stabilisation Fund i.e. financial assistance for security forces and reconciliation; (3) Humanitarian aid and funding for return and reintegration of refugees and internally displaced., and (4) The military engagement to Resolute Support which encompasses 160 soldiers, including advisors and mobile force protection teams.

Danish support to Afghanistan is aligned with the Government of Afghanistan’s National Peace and Development Framework (ANPDF) core ambitions of reducing poverty (with a focus on private sector development) which is implemented through the ten National Priority Programmes. Based on the mutual accountability principles, Denmark will contribute to the ultimate goals of improving the welfare of the Afghan people by building a legitimate and effective state. 

Denmark’s minister for Development Cooperation, H.E. Ulla Tørnæs states:

I am very pleased that the Danish Afghanistan Country Programme totalling just over 50 mio. USD is being signed today. Afghanistan will remain a top recipient of Danish development and humanitarian assistance with close to USD 70 million disbursed this year when we combine all the Danish programs. This is testament to Denmark’s strong and broad support to Afghanistan at a very important time for Afghanistan. I had the pleasure of visiting Afghanistan in the spring this year, and witnessed first hand the challenges facing Afghanistan but also progress made, including in the fields of women’s rights and education.   

With the new agreement, we will focus on assisting the Government and civil society in efforts to ensure a democratic, transparent and accountable state. The program has a strong focus on promoting human rights and anticorruption. The program promotes agriculture and the private sector and strengthening education for all, which are fundamental engagements for ensuring a more sustainable and self-reliant Afghanistan.

By contributing to the Good governance, Agriculture and Education sectors, the Programme Support Agreement 2018-2020 will help the government of Afghanistan to move towards efficiency and self-sustainability,” said  Dr. Qayoumi, the Acting Minister of Finance.”
