Completion of 2 Schools Construction in Kabul and Takhar

Denmark has supported the education sector in Afghanistan since 2003 focusing predominantly on primary education. Danish support is aligned to the National Education Strategic Plan (NESP) and the Education Interim Plan (EIP). The support has since 2003 been channeled via the Afghan Ministry of Finance (MoF) to the Ministry of Education (MoE) by use of a special account in support of the core development budget of the MoE.     

 

The second Education Support Programme for Afghanistan (ESPA II) which was initiated in March 2013 had been built on lessons learned during ESPA I, including an evolution of the support modality with enhanced focus on alignment to national systems and procedures with a view of providing a platform for harmonisation of Development Partner’s (DP) support to the MoE. This program supported all the components of the NESP II. A substantial portion of funds had been allocated for three components; namely, school construction, textbooks and education management.    

 

All of the activities under the programme including school constructions have been completed by the MoE/contractor by end of 2015 - except construction of two schools. In 2016, the Royal Danish Embassy (RDE) hired a third party monitor to verify Danish funded education construction. The third party monitor confirmed that there are two schools where construction has progressed to 75% and one school to 40%. DANIDA is committed to finance completion of these two schools.     

 

The Danish Embassy in Kabul requires a construction firm (henceforth referred to as the contractor) to carry out the tasks described in the scope of work. The maximum budget for the contract is 735,000 DKK.

 

The overall objective of the assignment is to make sure that the two outstanding school constructions have been completed in accordance with the Ministry of Education’s standards and pave the way to successful completion of the Danish bilateral education programmes for Afghanistan.
